Airtel and SpaceX Announce Partnership for Starlink Services in India

Telecom leader Airtel revealed a collaboration with SpaceX on Tuesday to introduce Starlink’s high-speed satellite internet to India. This announcement follows several years after Elon Musk’s company initially sought to enter the Indian market, the second-largest internet user base globally, following China.

Regulatory Approval is Key

It’s crucial to note that this agreement does not immediately signify a service launch. The provision of services is contingent upon SpaceX securing the necessary regulatory approvals from IN-SPACe and the Department of Telecommunications to operate Starlink within the country, as stated by the telco in its official press release.

This stipulation is particularly significant, considering SpaceX previously faced repercussions for initiating service preparations without prior licensing. In 2022, the company was compelled to reimburse customers for pre-ordered equipment after the government objected to the “booking/provisioning of satellite internet service” before obtaining the required permissions.

Challenges to Entry

Currently, SpaceX has not yet received these approvals due to a variety of factors. These include concerns regarding security and data privacy, considerations about service pricing, and influence from domestic competitors.

The partnership between Airtel and SpaceX presents a challenge to Reliance Jio, led by Mukesh Ambani, the nation’s largest telecom provider. Jio has been actively working to limit Starlink’s market access while simultaneously developing its own satellite internet capabilities.

A More Strategic Approach

SpaceX appears to be adopting a more deliberate strategy now. This development occurs following a strengthened partnership between India and the United States, where Prime Minister Narendra Modi and President Donald Trump pledged increased collaboration. Given Elon Musk’s strong ties to the current U.S. administration, it will be noteworthy to observe whether these approvals are granted.

Deal Details and Network Integration

The financial specifics of the agreement remain undisclosed. However, the plans involve Airtel distributing Starlink equipment through its retail network and offering Starlink services to its business clientele.

Furthermore, SpaceX will investigate opportunities to “expand and improve” Airtel’s existing network. SpaceX will also leverage Airtel’s nationwide ground infrastructure and associated resources.

India: A Lucrative Market

With a population exceeding 1.4 billion and approximately 950 million internet subscribers, India represents a highly attractive market for companies offering alternative connectivity solutions.

Government Support

The Indian government has taken several steps that could facilitate Starlink’s launch. A new telecom bill passed in late 2023 allows for spectrum allocation for satellite services. Additionally, the Modi government supported Starlink during its satellite spectrum auction in 2024.

(Notably, Airtel is also diversifying its investments. It has a partnership with Eutelsat OneWeb, and OneWeb India received approval to launch its satellite-based broadband services in late 2023.)
