Senator Wyden Proposes Bill to Bolster U.S. Telecom Security

In reaction to a substantial cyberattack impacting numerous telecommunications companies, attributed to actors linked to the Chinese government, U.S. Democratic Senator Ron Wyden has unveiled a proposed legislative measure.

The draft bill, formally titled the Secure American Communications Act, was publicized on Tuesday. It directs the Federal Communications Commission (FCC) to establish and enforce stringent cybersecurity protocols for telecom providers.

Key Provisions of the Secure American Communications Act

The proposed legislation mandates several key actions from the FCC. These include the implementation of specific cybersecurity requirements designed to fortify American telephone networks.

  • Annual Vulnerability Assessments: Telecom providers would be required to conduct yearly tests to evaluate the security posture of their networks.
  • Independent Audits: Compliance with the new FCC cybersecurity rules will be verified through independent audits.
  • Documentation and Certification: Telcos must submit comprehensive documentation from both the tests and audits.

Furthermore, the bill stipulates that a formal statement attesting to compliance with FCC regulations must be provided by the telecom carrier’s Chief Executive Officer and Chief Information Security Officer.

“Mandatory security standards are essential to safeguard our telecommunications infrastructure from ongoing threats posed by hackers and foreign intelligence operations,” Senator Wyden stated in a press release. “Congress must act decisively to address this critical vulnerability.”

The aim of the legislation is to proactively defend American communications and networks against future intrusions and ensure the integrity of the nation’s telecom system.
